Chennai Metro Rail Limited entrusted with the implementation of Chennai Metro Rail Project requires efficient, experienced and competent person for the under mentioned posts on contract basis.
Post Code: 01 : General Manager(Construction) :
Educational Qualifications: Must be a B. E / B. Tech (Civil) graduate from a recognized Institute. Should possess minimum 23 years of post qualification experience in execution of large Infrastructure projects like Major Bridge Constructions with Highways / Railways and Metro Rail Project, out of 23 years of experience, minimum of 5-8 years of experience exclusively in Metro constructions / deep excavation support systems are essential. Should be familiar with contract management related to large infrastructure projects. Should have knowledge & skill in management of FIDIC conditions of contract / International civil construction Contracts. Exposure in Quality Control & Assurance system in civil construction, Safety Implementation, Program Monitoring, IS / International Codes for construction of civil underground structures will be an added Page 2 of 9 advantage. International working Experience w.r.t underground as well as top-down construction technology in urban locations will be an added advantage.

Educational Qualification: Must possess B.E / B. Tech in Engineering from a recognized Institute / University with minimum one year PG / Diploma in Industrial Safety from State Board of Technical Education / other recognized Institution. The candidate should have minimum of 17 years of post-qualification experience in the following fields. Out of 17 years of experience, he / she should possess minimum of 5 years of experience in Metro Construction / Major Infrastructure Projects. Candidate with ME / M. Tech in Industrial Safety is preferable. Possession of International Certification in CSP (Certified Safety Professionals) and Diploma in NEBOSH, MISH, MI SISI will be an added advantage.
Responsible for Construction and Operation & Maintenance Safety.
ii. Should have a good knowledge on Safety Rules, Accident / Disaster Management and related procedures and Training of Operations Staff. Should have sound knowledge on “Indian Legal Requirement” and Training of construction Staff.
iii. Develop, implement and ensure policies and procedures are in place.
iv. Inspect the workplace for potential hazards, identify potential hazards, assess the risks and report potential hazards. Experience in conducting accident investigations are desirable.
v. Ensure that the organization is compliant with legislative and regulatory requirements, conduct trainings for Officials / staff to make sure that they are aware of safety regulations, procedures and provide guidance on the subject matter.
vi. Must be well versed in occupational safety standards, rules and procedures, experienced in enforcing project site safety rules. Assist in safety audit, inspection, accident / incident follow up and etc.,
vii. Implement and administer project safety program. Assist in the development of site safety policies and procedures.
viii. Conduct site safety training, schedule and run regular safety meetings & monitor all construction work for safety compliance.
ix. Experience in handling Fire Fighting System and Organizing mock drill exercise for various emergencies in coordination with various departments. x. Implementing all the security and safety related tasks like CCTV monitoring, night hours alertness & monitor the access movement & wireless communication system etc.,

Educational Qualificaion: Must be a graduate in Law from a recognized Institution / University with a minimum of 50% marks or equivalent grade. Should possess minimum 17 years of post qualification experience in handling legal matters in a PSU or in a Company in private sector having a minimum annual turnover of Rs.250 Crore. (The candidate should submit recent financial year documentary proof along with the application to establish that the PSU / Company has an annual turnover of Rs.250 Crore or more). Relevant experience in Govt. sector or major Law Firms will also be considered. Possession of Master’s degree in law will be an added advantage. Experience in dealing with legal matters relating to Contracts, Arbitration & Land Acquisition matters, etc will be preferred. Page 3 of 9 Shall be responsible for reviewing and providing legal advice on tender Documents, review ongoing cases and advice accordingly. Liaise with relevant departments to ensure and minimize legal risks that have been identified and suggest appropriate remedial action. Provide legal protection and risk management advice to management especially on contract management. Review and draft contracts, agreements and ensure that they are in compliance with all statutory requirements. Review progress of outstanding litigation and liaise with external panel Advocates to resolve the issues. Continuously monitor compliance with statutory obligations and advise management accordingly. To review all contracts or any other documentation where the Company has committed itself and assess legal implications that need to be brought to the management’s attention.

Educational Qualification: Must possess BE / B. Tech in Civil engineering from a recognized Institute / University. Should have minimum 17 years of post qualification experience in the following field and out of 17 years of experience, minimum 5 years of Quality Assurance / Quality Control (QA / QC) experience in Metro Railway / Large Infrastructure / Construction projects are essential. Additional Certificates / Diploma in Quality related to Civil works will be an added advantage. i. Responsible for Quality Assurance & Quality Control during execution of Metro project. ii. Should have good knowledge of all QA / QC standards, rules and related procedures and impart training on Quality works. Knowledge on ISO Standards in Quality is preferable. iii. Review & Implementation of Quality Management and System procedure including Quality Audits, NCRs & Factory Inspections etc., iv. Should take care of QA / QC documents of the entire project including certificates, calibration, test results, inspection requests, non-compliance reports and site instruction / observations, permanent materials delivered and other QA / QC documents. v. Ensure that the organization is compliant with all contractual requirements, conduct trainings to staff in order to make sure they are aware of regulations, procedures and provide guidance.

Educational Qualification: Should be a Graduate from a reputed Institute / University and Member of the Institute of Chartered Accountants of India or Member of the Institute of Cost Accountants of India. He / She should possess minimum of 13 years of post qualification experience in executive grade in the relevant field in a PSU or a Govt. Sector or in a Listed Company.
Roles & Responsibilities:
He /She shall be responsible for the verification of all vouchers – cash, bank, and journal.
He/She shall be responsible for the verification of cash requirement and responsible for submission of cash withdrawal proposal.
He/She shall be responsible for the verification of daily MIS, namely the Fund Flow Statement, status of pending bills on hand, etc.
He/She shall be responsible for the verification of all the vendor bills in respect of arithmetical accuracy and for obtaining necessary approval of concerned authorities.
He/She shall be responsible for maintaining all books of accounts as per the Accounting Standards/Companies Act.
He/She shall provide monthly MIS (Profit & Loss statement Regular analysis of the Trial Balance). He/She shall be responsible for the preparation / Verification of Monthly management reports in the format prescribed.
He/She shall ensure that any new ledger or group creation is done only with the approval of concerned authorities. He / She shall ensure that daily back up of financial data is taken.
He / She shall ensure that the Registers maintained by the F&A division is updated as and when required.
He/She shall monitor the entries passed on daily basis including entries for fund Page 4 of 9 transfer and interest on short term deposits and reconcile the same with the relevant ledgers. He shall be responsible for the verification of the Payroll processing of the Organization and ensure that immediate updating is done as and when details are obtained from the HR department.
He / She shall ensure that exact tax is deducted at source from the employees and that the documents in support of deduction claimed by the employees are obtained.

Selection process:
The selection methodology comprises two-stage process, interview followed by medical examination. The selection process will judge the candidate on different facets like knowledge, skills, comprehension, attitude, aptitude and physical fitness.
Medical Examination:
Expenses for the first time medical examination of the candidate will be borne by CMRL. However, in case a candidate seeks extension for joining, then the second time medical examination expenditure will be borne by the candidate. To & fro travel expenses for the medical test shall be borne by the candidate. The candidate who fails in the prescribed medical test will not be given any alternative employment and decision of CMRL is final on this issue.
Character & Antecedents:
The success in the above stated selection process does not confer any right to appointment unless CMRL is satisfied after such an inquiry, as may be considered necessary, that the candidate’s character and antecedents is suitable in all respects for appointment to the service.
Concessions & Relaxations:
a. The age limit prescribed shall be increased by five years in respect of candidates belonging to Scheduled Castes or Scheduled Caste (Arunthathiyars) or Scheduled Tribes and two years in respect of candidates belonging to Most Backward Classes/ Denotified Communities, Backward Classes (other than Muslim) or Backward Classes (Muslim).
b. A Differently Abled Person shall be eligible for an age concession upto ten years over and above the age limits prescribed for the notified post by direct recruitment only, provided the applicant is otherwise fully suitable and the disability is not such as would render him incapable of efficiently discharging the duties w.r.t post for which the candidate is selected. c. The upper age for Ex-Servicemen will be prescribed age limit plus the length of service in armed forces plus 03 years.

General Conditions:
a. Only Indian Nationals need apply.
b. Age, Qualification & experience stipulated above should be as on 05.05.2021. The candidates are advised to ensure before applying that they fulfill the eligibility criteria and other requirements mentioned and that the particulars furnished by them are correct in all aspects. In case, if it is detected at any stage of recruitment process that the candidate does not fulfill the eligibility criteria and / or does not comply with other requirements of this advertisement and / or the candidate has furnished any incorrect or false information or has suppressed any material fact, the candidature is liable to be rejected. If any of the above short comings is / are detected even after appointment, the services will be terminated without any notice.
c. The contract period is initially for a period of 2 years and the same will be extended for further period subject to requirement and performance of the candidates as per the existing terms and conditions on mutual consent. The candidate engaged on contract basis in CMRL will not be entitled to claim for any regular employment in CMRL.
d. In order to regulate the number of candidates to be called for interview, if so required, the Management reserves the right to raise the minimum eligibility standards/criteria.
e. Merely meeting the above qualifications and experience shall not entitle a candidate to be selected for interview. Only short-listed candidates will be notified for interview. CMRL reserves the right to shortlist the candidates. Acceptance or rejection of application of the candidates will be at the sole discretion of Management.
f. Depending on the requirements, the CMRL reserves the right to cancel / curtail / increase the number of vacancies without any further notice and without assigning any reason thereof.
g. No TA/DA will be paid by CMRL to the candidates for attending the interview.
h. CMRL reserves the right to withdraw the advertised posts at any time without assigning any reason and also reserves the right to fill (either in the same position or downgraded position) or not to fill the posts and its decision in this regard shall be final.
i. Persons already working in Government / PSU organization should apply through proper channel and produce NOC at the time of interview.
j.
